Until Kodak came out with a printer that uses a very inexpensive cartridge, all the dot matrix printer manufacturers were able to get away with building and selling horrifically-complex, very high-priced ink cartridges because there was no alternative. As I understand it, the Kodak printer has very poor performance, so there is still no effective competition to the high-priced cartridge manufacturers. That implies that, until Kodak builds an adequate printer, you can complain about HP 901XL yielding far fewer pages than advertised, but your complaints have no effect because there is no competition.
Printing single-spaced text with normal margins, and 11 pt. type, I get about 300 pages out of a 901XL cartridge. Clearly, any claims of 700 pages per cartridge are based on an unrealistic estimation of the amount of ink laid down per page. That's unrealistic, not fraudulent. But, certainly deceptive by any reasonable definition thereof. It is this kind of abuse by an effective monopoly that infuriates the public, who will instantly switch to another brand once an alternative is available.
